Upon the second reading, this Ordinance was referred to a select Committee, cousisting of three Official and three non Official Members of Council: at which the Company
represented by Counsel,
and sweral witnesses examined, and
I think I may say, judging from
what then occurred, that the general opinion prevailing in this Colony is favorable to the execution of the words. The Special Report of such Committee, and from which
one Member difsented, will
only
probably accompany

arrangements which have been made between the Company and the Excutive
